Been enjoying your Trainz tutorial series. Is there a way of adding a new baseboard with a higher or lower base level without painting the whole board with the new height? Thanks.
No, but you can use the copy/paste tool with terrain height enabled to quickly copy a large elevated area form an already existing baseboard, and then paste it all over the lower new baseboard.

There's a problem; whenever I try to use height down, there's just unremovable water and it can't be moved or deleted. How do I get rid of this water.

Soo, we can't actually get a heightmap from a real world map then? We must recreate it by hand in game first?
There are third-party ways of getting a heightmaps into the game, but I've never tried those. Search for TransDEM.
