This was really helpful, thank you! I've noticed that adding significant weight to a cart with fluttery wheels usually solves fixes the flutter, but this is a temporary solution.
My dad has a power wheelchair with 3 bald casters because he mostly drives it outdoors, on roads, and has it on the fastest setting. He is upset about the caster flutter and the bald tires. Ha ha.
