Jimbei is taking responsibility because he 1 is the direct reason Arlong was even allowed out of impel down and 2 he had the opportunity to stop Arlong physically but couldnt bring himself to do so, which ofc isnt his fault that Arlong decided to be a menace anyway, but he blames himself, and 3 he vowed to go stop Arlong if he saw any sign of him causing mayhem, but if you remember Arlong was paying off the marines ,( the marine that resembled a rat,) to keep quiet about him taking over cocoyashi village, so word never made it back to Jimbei and he wasnt able to stop him and so he regrets letting him walk away in the 1st place.
Pretty sure Arlong still had the same VA here, though come on its been 500 episodes and probably 10 years since we heard him so odds are the actor did have some changes in their voice since then.
Such a great story - but which is worse? The fact that all Arlong got out of it was "show humans mercy and they'll betray you, so kill them or break their spirit before they have a chance to betray you." Or The fact that all Macro got out of it was "the game is rigged and all you can do is look after yourself" - the fishman who became a slave trader. He was someone who admired and respected Fisher Tiger, we saw that. And he was also genuinely fond of Koala whom he knew had been a slave - and yet he turned to slave trading, even trading his fellow fishmen. I'm not sure who's more worthy of the title 'traitor' - to the sun pirates that is.
I could almost blame Rear Admiral Strawberry - for shooting Fisher Tiger in the first place, as good as killing him by putting him in such a condition that he needed a blood transfusion, and so killed the one person keeping Arlong under some sort of control. But I won't hold him accountable as angry as I am with him for Fisher TIger's decision. And I won't hold him accountable for Arlong's decisions and actions either.
