I went to Vegas this weekend and the weather was kinda garbage. Also tried to get on a machine at the mirage Saturday and that was garbage too 😅 people were actually fighting over machines, security breaking it up, people camping out on a machine for 10+ hrs just to have a shot at some money giveaways. I would guess the umbrella is actually a parasol to provide shade on sunny days. The tassels help to keep flies away.

In Asia esp, an umbrella or a parasol isn’t always used for the rain, it’s used as a shade from the sun. The tassels are decorative.
