if i not wrong , vibrating effect is higly discouraged by scholars as some people tend to add more then needed harakats in recitation, u may watch the video of Shaykh Saleh al Usaymi hafidhaullah on this matter ( NOT Shaykh Muhammad ibn Saleh Al Uthaymeen rahimaullah)
If I'm not mistaken they were talking about people that vibrate using physical movements like moving your mouth like Imam Yasser Al-Dosari at Masjid al-haram does but vibration from the throat is permissible like how Sheikh Mahmoud Al Hussary does. (People adding more harakats in recition or simply changing the way a surah sounds while not following the acceptable qirats are not the ones I am talking about, they don't adhere to the sunnah at all.)

The rules of tajweed were not codified until nearly a century after the death of the Prophet sallallahu alaihi wasallam. Yet we still adhere to and follow the codification. Everything that is taught on this channel has been approved by scholars, domestic and abroad from Azhar various other institutions.
Singing is allowed, music is haram. And this is a Qari whom you are saying is over exaggerating. These sounds, if your are into Quran Qira'at must be aware it helps in reciting with tajweed and such. We have the madd, which has the Ahh sound and idghaam rule requires the last two sounds, if I'm not mistaken, where we merge the previous letter with a noon sakin or tanween with a the idhghaam letters ( ى ر.م.ل.ن) With a nasal sound included.
