Considering that for all we really know of the Ministry's involvement with the Depths, they just want power at the expense of others, it would make some sense. To1 like in game could allow ministry recruits to quickly rise in power, giving the faction a significant advantage.
To1 being a sort of "reward" for the drowning of celtor would require a lot of context to really make sense. Like why is it in the Eastern luminant, why is the 4th prophet the one operating near it, why does it showing up happen so much later than the actual drowning of Celtor, ect. I heard someone else’s theory that for a mortal to cause a Great Drowning, it requires a Deepwoken, the Forge of Sin, and for the area to have to use a lot of Song power, since that is like Bait for the Depths
I have two current theories about the Song and the Depths -The Song was originally a power belonging to the Depths, but was purged of its corruptive power and taken to Lumen, explaining why the Song seems to be stronger in the Depths and why it comes closer the more the Song is used, it wants to reclaim its lost piece -The Song is actually sentient, and the Depths are alternate worlds which were corrupted by it as some form of punishment, and the Drowned Gods were people corrupted by the Song for the same reason, this also explains why the Depths is coming after Lumen, as Lumen is the host of the Song so the Drowned Gods want to destroy Lumen in order to destroy the Song and finally be free from their punishment I believe more in the first theory since the second is a lot wilder and makes the Song seem to have godly powers and sentience when from it seems it’s actually just a primal pool of power
It is known that Yun'shul didn't like offering of the Celtor City (Though they still accept it and understand that it is a normal offering to the human of Lumen). This may answer your question why the world hasn't drowned yet. Maybe the Ministry realized that and "Yeah let's not make them displeased again."
I think it's less that the offering was "disliked" and moreso that it was looked down upon in a way. Like "Oh wow, THIS is all you could get?". Like at the end of the day, the Depths is consuming the world, I highly doubt anything related to it would STOP YOU from artificially drowning something, but I'd never expect a drowned god to actually CONGRATULATE or be any kind of positive over such an offering simply because of how little us (and our world) really mean in the grand scheme of things.
1st prophet is cool and all, but he can’t just rampage the world, there are people who can and will stop him. Every single faction leader solos Regent (Except maybe Rosen? Idk how strong he is, he’s kinda old), as for the first prophet, Drallis Ehr who is hella powerful (leader of the authority), Pleetsky and other faction leaders alongside Maestro Evengarde and other strong mfs can probably just mutually agree to beat the shit out of the first prophet, even if all of the prophets had an anime showdown, I’m pretty sure they can’t win against all the mad powerful people that would be there to stop him. Tactics suit the ministry better.
If they collectively worked together they could definitely take him down, but the main question I'm posing is: if they Ministry CAN cause great drownings, it must be a complicated process with lots of stipulations. Reason being, again, if the world united against the 1st prophet they probably could subdue him but in all reality that isn't what would happen. Regent, who's way weaker than the 1st even with the throne of Etris, can conduct his operations practically out in the open with only minor interference from the Authority. If that's what the FOURTH prophet can do, I'd argue the 1st could realistically plug walk up to a location, set a drowning up, and dare people to do something about. But he doesn't..

We still don't know a lot about that King, he could've been turned to a power seeker or he could've planned to do it from the start. i think the world has'nt drown yet because all the faction leader alongside other powerful people can easily beat the ministry thogether, also regent might want the forge for some reason so here is what i think a drowning can be caused by using the power of a strong artifact or one entity since the forge of sin is constantly fueled by duke erisia the forge becomes stronger and stronger so there will be a point that the forge will be to strong so regent will go for it instead just sitting on his throne also about the auth vs etrea think that other possibilitie is that regent is sending people like the players to duke manor to make his understanding of the forge slow because there will be a lot of adventurers to fight duke will be too busy to keep studying it and when the etrea vs auth war starts people will be to busy with the war that ministry can easily go for the forge and make use of its power so after that they can drown the lumen
