I would guess not, as the tempering done in the toaster oven will soften the metal. That makes it less brittle, but eliminates the file’s ability to file metal.
Now imagine building a cool good looking knife like a hunting knife or mountain man style knife instead of a alien space ship knife hey now then you got something
At the beginning of the video he heated the file up to over 2000 degC (yellow), I assume that he did that to remove the heat treat, making the steel softer before grinding and drilling.

Nice looking blade, but why did you heat treat at the start when it's already heat treated and again before the tempering?
He didn't, he heated it to remove the hardness, it's hardened tool steel, hence why he let it cool naturally without a liquid quench

Only drill I've seen that drills through a file is Cobalt.

It's much softer metal when it has been annealed.
Interesting that a cobalt HSS (or tool steel?) bit will drill a file in hardened state
