Porthleven is a good place to watch a storm from. It looks like there are some repairs needed to the walls. Apart from the obvious cracks in the wall, there is water pouring out from between the blocks which might mean the cement has washed away.
I think what you're seeing is the purpose built drainage system to stop the road from getting flooded. Water goes onto the road, and then leaves through gaps in the wall.
