The crowd is almost always like that, sometimes worse especially during Tsinoy holidays. If I remember correctly, you even went on a weekday, so that's even less crowded at that. When I used to go to Binondo for work, during lunch I would explore and find "unknown" restaurants like a hole-in-the-wall type or one that is not crowded BUT where a lot of residents go to for take-out/to go/delivery and usually they would have the cheapest and yummiest food (but don't go looking for clean rest rooms there or super polite staff, just regular turo-turo service).
