Since she was with Stock aitken and waterman she was definitely bound to do better in the UK considering they were consistently in the UK top 10 for all of the late 80s and early 90s. Post SAW I believe since she was signed to British record labels (deconstruction and Parlophone) she was probably marketed better in the UK and prioritised UK as her main music market. Regardless she’s done amazing in Aus and the UK and is very loved in both countries.

Also Billboard is using a much smaller portion of radio airplay than ever before. ITunes seems to be the US leader in showing what people are immediately buying (but not streaming). In most cases, new songs are adopted by radio after they make their first appearance on the iTunes chart. Also radio still only plays the lead single from an album and not all 10 or so songs, even if all make the charts (like Taylor Swift who may only have 4 or 5 actual singles). I agree that the age of an artist where radio decides is no longer current is getting lower (waiting 3 or more years to release new material does not help an artist). You can see some songs listed on iTunes singles chart were not introduced by radio - some are from commercials, non- music videos, streaming series and other formats, so the people are now buying what they want to hear more now than ever. In the past, radio really controlled what we heard and what we didn't. Even if listeners requested new songs be played that were hits outside the US, they were told "we don't play that here" (Kylie is an ex., sadly. Also, I have made requests of new songs on the Billboard Hot 100 and was told the same thing!). Today, radio is trying to be more in touch with its actual listeners, but it is too late. With "older" artists, they tend to stay true to their sound and do not radically change it, just to be current. I think that is why they may sell less singles but still do well on the album charts and definitely rule with selling out concerts. My advice is what I do: listen to radio a little to hear what is current, then look at iTunes and listen to a sample of new songs, Shazam a new song you may be hearing anywhere, if you like it and most importantly, keep supporting your favourite artists' music and track when they have new releases.
