Because they are ill mannered people. They were suppose to be kicked out of Parliament forever.
I felt ashamed to see that most of the Members were gossiping during President's address. The only sitting and listening gracefully were the Armed Forces Chiefs and the Diplomates. I don't know how the Diplomates would gauge the behavior of Parliament members. Very shameful of the Parliament members who were behaving like 'street urchins'.
