Is there a checks and balance that works with misbehaving shipper/receivers? I'm thinking that over time, if a shipper consistently or frequently holds drivers up, the larger carriers will start charging more and independents will stop taking their loads. Does that make sense? Something to motivate the shipper to improve their systems? Or, is the competition for loads so great that the shippers can be jerks if they want to be and drivers get screwed?
In all honesty, customers can do whatever they want. In the end, if a carrier says I'm not hauling your freight because you take forever, the shippers don't care one bit. They just call up another carrier to haul their freight.
