Nobody can do that. The IP address belongs to your Internet service provider and does not contain any customer data. The location of this IP address is usually in your city, as this is where your ISP's routers are located and this is always misunderstood.

@askleonotenboom No they are not. Those organizations would have their own autonomous system. They get their addresses from ARIN and they control them, just like an ISP would. They would then connect to the Internet backbone at an Internet Exchange Point (IXP). An IXP is where the various ISPs, carriers and others meet to exchange packets. A bit on my background, I have worked in telecom for about half a century, more recently with networks. I have my Cisco CCNA and the building I used to work in for a telecom is now an IXP. I have since done some work in that building for a cell phone carrier. So, when a company such as IBM or Microsoft, etc. gets their addresses they have nothing to do with any ISP as they are their own. Look up "autonomous system" on Wikipedia for more info.
The thing is that IP adresses often change. If you have someones IP adress, who is causing you trouble, it might get some time for law enforcement to get court order. Meanwhile, the suspects IP adress could change. Do the ISP have any database about what ip adress was used by who in certain time?
I don't know how they do it but certain companies sue or arrest people for illegally downloading copyrighted music or movies off torrents. I've read articles of people being arrested and also being sued for millions. I remember one time a mom got locked up because her kid went online and downloaded music and since the internet was in her name she got in trouble.

My satellite connection shows me in Queensland (I'm in regional western australia)... Though I have a 4G connection for gaming which does show me in WA. It caused a bit of security confusion with discord a while ago

One minor point, not all IP addresses are owned by an ISP. Large organizations will often get their own address blocks from ARIN or other registry.
But they're still controlled by the ISP.
