(Manga spoilers, although that suddenly makes me realise that Drake was taken in the by the Navy and went on to spy on pirates for them exactly like Rocinante did. I wonder if that's just an interesting thematic coincidence or some kind of operational procedure for the Navy when they bring in convenient orphans, lol.)
Orphans are great for covert military operations. No parents, few to no friends and minimal connections mean they're easy to train and sadly, to manipulate. Easy for them to devote their entire life to a greater cause when have no life outside of work.

From what i've seen, Doffy and Kaido maybe the unique villain after the time skip, Doffy was like a man with honour but actually he is devil Kaido in other side, he was like devil who have not moral code but actually he's still have a code when it comes to a fight

Yeah, Corazone. The character everyone love but did destroy everything he touch. Because when he would not have given Law the Op-Op-no-mi he could have tried to have an life without to have Doflamingo in his Shadow. By trying to help him Corazone doomed Laws futher🤔
In terms of the amount of actual screen time given, Corazon has to be one of the most impactful characters in not just OP, but all of anime.
