No no no... In India, spicy means spices like cardomom, tumeric etc and chilli or hot or mirchi etc refers to specifically hot pepper. Like the girl, I too love spicy food but not hot food. In India, tend to differentiate these two. Spicy or masala doesn't always have to be hot.

It's absolutely unnecessary and restrictive to ask street vendors to get a license in India. They operate on cheap budgets, and the government should stay out of their way.
