In this circuit i think the transistor will always remain triggered as it will get base voltage through series of 10k resistor from right side

sir aap yeh bataiye ki ek battery ko charge karne ke liye volt ko jyada aur current ko kam rakhni chahiye ya phir voltage ko kam aur current ko jyada rakhni chahiye. jaise 12volt ki battery aur 15 volt se charging etc.ispar detail mei vdo banaiye aur samjhaiye.

This circuit is totally wrong .As per circuit diagram base of bc547 transistor will get poitive supply from 1k resistor through 1n4148 diode than what is roll of lm 358 ic.and how the relay will trigger to charge battery and you have connected battery to NO point .
