I have one question- Vnet peering can be done only in one same region, so how come VM1 in west US and VM2 in Central India regions are peered together. Is this possible because VM1 and VM2 are part of same resource group

VNet peering indeed typically occurs within the same region. However, the scenario you described-VM1 in West US and VM2 in Central India regions being peered together-would not be possible through traditional VNet peering, regardless of whether VM1 and VM2 are in the same resource group.
Resource groups are logical containers that help manage and organize Azure resources, but they don't affect the network connectivity capabilities between resources in different regions.
To enable communication between resources in different regions, you might consider using Azure Virtual Network Gateway or Azure ExpressRoute to establish a connection between the virtual networks in different regions. These options provide secure and reliable connectivity between resources across regions.

Change the IP Range while creating VNet2. e.g: If VNet1 is 10.0.0.0/16 then do changes in VNet2 creation and keep the IP as 10.1.0.0/16. Now, peering will work. Kindly update me your status after checking this.
