As an AEW fan (after WWE became too childish), I'd have to half agree. Starks like most who joined (except Jade), should be Smackdown minimum. He would fit in NXT stylistically, but skill wise is beyond the brand. If I was him, it would be main roster or not at all. He can lock in for a few years again at AEW with a main show push, then if he wants to leave get a main WWE push. Personally I believe those who went to NXT have sold themselves short. In the same way Joe Hendry long term is best staying TNA as a top talent unless WWE plan a big main card push (otherwise he will be stuck mixed in developmental & mid card)

WWE is cool, AEW is cool. Wrestlers at both places are paid well. Ricky needs a change. AEW dropped the ball with him and his direction after the Punk exit. Success in wwe is not guaranteed regardless of skillset, but if they get behind him, he has all the tools to be a special talent.
I think it's a bit of both, AEW did drop the ball a bit but also Rixky dropped the ball himself a bit with some botcxhed promos etc as well. I think both parties are at fault to and extent.

He survived a mid feud with Powerhouse Hobbs that could have been booked better. He organically got over and could have been positioned better after his title match with MJF but was put into the Jericho vortex and lost momentum. He was built back up when collision launched. He was positioned as a star for collision and put in a program with Punk. At one point he was getting more pop in matches with Punk and they went with him turning heel instead of Punk going heel which made less sense. He beat Punk twice including the Owen finals and was going to main event with Punk at All Out but Punk was fired days before after the final All In incident. Bryan Danielson returned early to fill in and praised Starks for the match and protecting him. AEW did not follow up. He was pushed with Big Bill and declined to feud with him after his injury and their loss to Top Flight in the title tournament. He could have been on TV, but was not happy with creative. If wwe commits to pushing him long term and not just initially, a move would be good. He has some influential friends in Cody, Punk, and Cargill which may benefit the move. I’m all for moves to WWE or AEW the change will benefit the show and wrestler creatively. Its definitely a combination of the right talent and right direction that makes the difference.

He often doesn’t take accountability for his part in isues historically. His actions in AEW were contrary to his initial justifications for signing which was contradicted upon his wwe return speach. However, he has a tremendous mind for wrestling and is draw. He has value and if you can keep him engaged, invested, and accountable, he will be a promotion asset. Tony Khan enabled that negative behavior and didn’t provide the structure for him or the elite to succeed together. Had he mediated and dealt with the issues after the Hangman/ Punk Segment and sat them down and planned out a way to make money that everyone agreed with, Brawl Out and All in issues wouldn’t have happened in consecutive years and AEW wouldn’t have lost some of the good will with the fans that turned away during the chaos. Its sad because that stain affects them even though the product is improved since.
I think Starks would be good in wwe. Aew clearly don't want to use him, whenever he gets any serious momentum they shelf him for an awkwardly long time.
