These villains literally have the resources to be the change they want to see in society, but they become part of the problem. Correct me if I'm wrong, but I thought Electro was first supervillain Peter ever fought. But in this game, he said Vulture was the first supervillain he fought.....🙄 Insomniac has some explaining to do.
If I remember correctly electro was the first actually superpowered villain he fought. Vulture has his flight suit and extra strength but not any actual biological superpowers. I think Peter mentions at some point how electro was a big step up cause he was the first one with non-technology related superpowers.
I too love paying attention to small details and was also initially confused by this. Replaying the first game he does say he's encountered Vulture more than anybody. I think Vulture was his first big "bad guy" but Electro was his first bonafide supervillain with meta-human abilities. It's sorta like how Rdr1 seemed to imply that John was shot and left for dead during the Blackwater massacre but Rdr2 made them completely separate events with John's accident happening during a train robbery near the game's ending.
