In personal experience, I have heard it from a dozen women in my life cause I just keep a straight face, never heard a man say it, joke about saying it, nor ever had friend that heard or said it. In ten days, I turn 80. The world of America has been turned upside down. In my day, girls in my teens and women in my adulthood were approachable. I grew up with the teaching that the strong need to assist the weak. I help others when i can regardless of age and sex. For 10 years now, when i see a female under 65 needing help, i walk pass them. Both men and women say it. Often times the intent is to look on the bright side of life or find a happier state of mind. Sometimes it's perfectly fine advice, other times people may have real issues they just can't solve by smiling. I had people tell me to smile, then I realized they were glaring while they said it. So I would match the glare and say "You first."

Quite the opposite in my experience, anytime a woman wasnt smiling or was sad, guys and girls ask whats wrong or try to do something for her to make her feel better or distracted. Sorry guys- loneliness was not my experience. But inequality was. I divorced in 2003. The Attorney General Child Support Division did not recognize shared parenting at that time. I was listed as non-custodial on all AG paperwork. I got shared parenting in the divorce decree, but was sued FIVE TIMES over the failure of society to accept this change. On the fifth round, I convinced the AG to reverse their support for my ex- and support ME!
As for loneliness- the moment the divorce was final women started putting their phone number in my pocket. Women my age treated me like a king. They paid for dinner. They threw themselves at me. I had never expected that.
Eventually I made my choice (after ten years of bachelorhood). I chose a woman 15 years younger. Today I could not be happier.
