It makes no sense to penalise a population of mere hundred thousand with restrictive fishing practices while alien fishing vessels come and siphon fish indiscriminately from the exclusive economic zone of the Kiribati. The locals are not responsible for the depleting stocks!!!
You are absolutely correct. Money being put above the lives of the people. There has been little change in the I-Kiribati fishing habits ... while the numbers of foreign factory ships grows ... not to mention the ships that go "undetected".
