Cool idea, and totally possible inside of Kontakt. Simply load the Pitch Wheel Override freebie, assign "pitch wheel" as the controller. Then click the next tab (at the top of Kontakt) and load the Cluster Maker multiscript in the tab next to it. They use different methods of pitch bending, so you can use the first one to bend overall and the second to bend on the instrument level.
The Kontakt multiscript will work in any DAW, when used inside Kontakt. The VST3 won't work when opened on its own in FL Studio. However, if you loaded inside a host like Plugin Buddy, Unify, Patchwork I believe it actually would work okay. I'm unable to test until after the holidays though, as I'm away from my main computer.
