It wasn't. Second wazari was fair, because fighter doesn't decide if there was a fault - judges do. He stopped fighting, so wazari.

Deserved win, but this old judge in the corner should quit this job, he knows nothing about modern karate. Look at the 0:27 - aka just lost the balance, no one should take this as a wazaari
