I've read various p300 studies done on drug addiction, and some studies say the p300 is increased by pictures of their drug, some say the p300 amplitude is increased, and some say the p300 amplitude is DECREASED. Does having a high p300 correspond with a higher amplitude or a lower amplitude?
High P300 correspond to a higher amplitude. -- It's a classical problem of very noisy signals and possibly differences between subjects. So it might be just a random effect.

You can buy some simple recording sets but the quality will be relatively low. If you're really interested in this topic I suggest you try to learn the basics so that you can start building on it yourself. E.g. these tutorials should give you an idea of where to start: create.arduino.cc/projecthub/projects/tags/eeg. There are plenty of other good sources on the internet.
