Composer Julian Nott originally wanted the chase music to be a lot more intense and dramatic, but Nick Park rejected the score since he thought it did not fit the mostly comedic nature of the chase scene, so Julian had to rewrite it into a goofy Russian/Ragtime sounding piece to use as a compromise.
Though despite this, he would indeed use dramatic music for the Close Shave's truck chase despite the piece having a few comedic elements most especially when a generic epic sounding string piece plays Gromit appears in the porridge gun plane.
The original rejected Wrong Trousers chase music is sadly a case of lost media, though it would be interesting to see what it would have sounded like had it been used in the movie.

"US low tone version" has got to unironically be my favorite weirdly-specific kind of "anti-nightcore/vaporwave". Certain songs just hit different when you deliberately slow them down to give-or-take (24fps/25fps=) 96% speed, and watching the US versions of Warthog and Groutspackle as a kid definitely awakened that in me.
