ZEN serves fresh Al Dente soba made on the day. It is serves famous Nagano sake and Shochu with an amazing selection of finger foods! You might have to walk a little ways to get there, but it is totally worth it. Any of the soba, hot or cold, are served Al Dente. If you are just getting soba, then you might want some tempura or mountain vegetables with that. However, you might just get the plain sob if you plan to get other finger foods, like salmon sashimi, horse sashimi, beef steak, scallops, or any of the many izakaya side dishes that are also offered. I recommend coming for a drink of the local sake or Shochu, and ordering some the izakaya side dishes along with your soba. The interior is also a nice Japanese kind of setting. the horse sashimi any good?

Depends if you like raw meat (steal tartare, steak on the rare side) Actually whale sashimi tastes similar. I recommend minced garlic and soy sauce to go with either.

what's a bukkake soba?

It means "everything spread on top", which means soba with a lot of things on it. Soba is usually simple, and maybe served with a side of tempura.
