It is not that simple. Brooke is autistic, or at least on the spectrum. Had she been higher on the spectrum, she would not have been able to lie, or follow a story for that matter. Many autistic people are quite inapt with certain elements of life - in particular anything to do with communication and signals. But can be spectacular in other areas. In particular anything to do with logic or systems of patterns, maths, music or advanced computer programming. Some of them can even play music pieces by ear after having heard it once, or recall every single date and where they were, with who and what the weather was for their entire life. When Brooke is being asked to wait until Juliet returns, the pattern she imagines herself is that she has to wait, Brooke returns and then they jointly go to the exam. That is the plan, and as long as everything is going according to that plan, Brooke is fine. But when Juliet doesn`t return, things are not going according to plan. This causes Brooke to automatically wonder why, and because Brooke`s brain cells knows a lot of short cuts those of us not on the spectrum don`t, the conscious part of her brain is being bombarded with everything from subconscious fears of something to have happened to Juliet, and similar worries of not making the exam herself. But it doesn`t stop there! Since her brain also starts to work out explanations to why Juliet isn`t there, or what could be the consequences of not making the exam, her system is overloaded with anything from theories and speculations to feelings and fears - and as a result she cannot cope with the overload - and just sits there. Almost like a computer with the little spinning circle on the screen. That is what we believe happens, some research still remains to confirm it. But from observations of autistic people with poor language and communication skills, the fact something as little as temporary placed traffic lights, to assist the traffic because of roadworks, is enough to make them freak out and slam their fists to their head if the car they are in is forced to stop, it is believed they do so hoping to stop the flow of information and feelings, threatening to overload their brain. And most likely this also feels as terrifying to them as finding a viper on the bedroom floor would to us (if not, they likely wouldn`t have inflicted themselves the pain they do when slamming their head with their fists. To do that in an attempt to stop the flow of thoughts and feelings, suggest that overflow of thoughts and feelings to cause them greater stress, than the pain to their head from their fists do? In fact inflicting themselves with pain might even be the only way they can stop the overload of thoughts and feelings themselves. So even if Brooke has a higher level of functioning than that, it is still likely - since it causes her stress - such overloads of information and feelings are not easy to handle for her either. Therefore what Juliet did, for poor Brooke borders on being torture. Off course Juliet herself doesn`t have the knowledge to know as much! But she still should know what she did was wrong, and particularly to do so to someone with Brooke`s condition. Cause since she chose this metode of sabotage, she obviously must have realized Brooke would wait for her to return - no matter what. If not, Julia wouldn`t have had a reason to ask her to wait. So she must have known Brooke would not leave - which is what makes this move by Juliet so sadistic and calculated, she could - COULD - be a psychopath. It is a little to soon to conclude yet. But both some of the manipulations she orchestrated when she was obsessed with Darren, and this, plus one other manipulations she played on Brooke, certainly set off alarm bells suggesting a closer inspection to be called for.

And she will be in full control of herself and her thoughts again. By simply saying Brooke`s name - and telling her not to worry, everything will be fine - the new arrival would be able to shift Brooke`s brain`s attention, which in turn would have eased down, and finally stopped the bombardement of both thoughts and emotions, and Brooke would have been fine again. Rituals, like Brooke`s little cave in her room, can have a similar effect. They help calm her down, and get back control of her thoughts and feelings, cause she feels safe, and her mind is distracted away from the chaos of the unknown and worryingly, in favor of something she both knows and feels safe with.
If I was Juliet, I’d want friends. Coz she’s not had the best life. A druggie mother, and a dad, she didn’t know existed, so i assume, she’s not had many close friends. So you’d think, she’d want friends and people to like her, rather than bully them and be horrible and nasty to them. I love her and Marnie together. Marnie would be a great mother figure.
If she is a psychopath (like her brother James - Mac as a character was more of a fantasy monster than the dragons in Game of Thrones), she may not have the ability to realize how she is being perceived? And the joy of success from manipulating people, and the feeling of being superior to them, might be the only joy she has in life? Just like with her brother, James (who even gambles both his job, career and freedom for the satisfaction of manipulating someone - whether attempting to frame his own innocent client for murder, or soliciting the son of a client for sexual favors - only to use it to blackmail him afterwards.).

Who cares really... What are they doing with Brook anyway - we hardly see her for episodes at a time and she's then in random scenes. Is it just to placate SJWs and stuff because she's a very boring actress and character.
Brook didn't cause her role to be boring is the writers fault and you don't know how great she can turn to sometimes to come; well that's how acting is so don't undermine her
