I wouldn't call it a "cheat"...victory rolls are far more common in modern pinup, traditional 40's hair looked much more similar to this! So, thanks for the accurate tutorial! lol.

Have you tried using some dry shampoo before you start? Give it some hold and grit? That might help 😊
