She was shocked that they said they'd take Tabitha away. She had no idea they'd do anything like that. If it was part of their witchcraft culture she wouldn't have been so proud that Tabitha was a witch, she'd have been afraid of her being so because it would mean she'd lose her.
Well... James didn't accept witches and Samantha denied her roots to marry him. They probably wouldn't let their daughter be a witch and raise her to deny her powers and be a normal girl.
