Why steel provided only in lower layer of the combined footing, in case of combined footing, top layer should be provided too?? Isn't it?

Thanks for your comments, bottom rebars are must whereas depends of structural analysis & design - if tension develops in top face, then top reinforcements are required. Keep watching
