I have always wondered if Kazuhiko Inoue, one of the most well know Seiyuu's (he voiced famous characters such as Kakashi) would ever voice a character in One piece. So him voicing young Dragon is fitting.

The Giants in the flashback were the future members of Emperor Luffy's Grand Fleet. Now I wonder if Dragon could be involved in the Elbaf Arc, even if it is just a flashback. This could once again change the way we view both Luffy & his father!

The way VP talked shows he knows the targer and seems to be also against Dragons target that is why he took the WG position as he knows there are people in the Navy who supports going against his and Dragons target. Most likely Celestial Dragon. The people on the Navy he is talking about is most likely Garp and Sword.
