The question is that when a vector have zero magnitude then how can we decide the direction of the vector and there is no direction of a vector quantity then how can it denoted as a vector quantity when a vector quantity doesn't have a direction then how can we say it a vector quantity
Take an example of displacement, it is a vector quantity. So, displacement can be zero and cannot be zero when the displacement is zero that means it is a zero vector and since we know that the associated quantity i.e. displacement is a vector quantity it must be having direction. So, it depends on the respective quantity.
0 is not a positive or negative number so that zero vector cannot exist because it don't have any direction and also we have mentioned that zero that mean no magnitude

Agar hm LED's ki baat kre to inki brightness definitely control ki ja skti h... Ab jb computers me inki brightness ko control krna hota h to bht different codes bnaye jate h using 0 and 1. For an example hmne let kr liya ki brightness ko km krne k liye code h 01101 to jaise hi hm key press krenge computer k paas code jaega 01101 aur wo uss tarike se function krega.... To aise hi bht sare codes bnaye jate h. Wo codes hme nhi pta hota hme apni language pta h hm usk according kaam krte computer hmari language ko decode kr leta h apni language me aur perform krta h.
