To access the drainage tunnel all you need is Drainage tunnel scoped, cutting torch from equipments and set drainage as infiltration point & compound entry point during finale. As you told that you have scoped the drainage tunnel but the game wont let you use it. I don’t think there should be any issue unless you have completed the requirements mentioned above. Make sure you have the cutting torch because without that you can’t enter through the tunnel.
