I quite like the Graham McNeill story "The Last Church" and Dan Abnett's "The Lightning Tower" as glimpses of Old Terra. In "The Last Church" there's mention that the Scandinavians returned to their old Viking-y habits and got exterminated by the Emperor and it details a brief uprising against the Emperor in France that was put down by the Thunder Warriors. "The Lightning Tower" while being set after Unification, during preparations for the siege of Terra, in addition to providing an interesting look at the Imperial Palace also indicates that some old pre-Age of Strife artefacts have been preserved (artworks like Van Goghs and the Mona Lisa are heavily implied to have been hanging in Malcador's office).
I always Like to think the emperor teleported him out and gave him the full truth of himself afterwards in private, even the possibility that malcador could be the last priest or one of the highlords of terra, or maybe even turning him into the first free trader

Keeping them reigned in on Terra was possible, but imagine a band of genetically unstable monsters out in the big bad galaxy, lightyears away from the Emperor's prying eyes. Also take into account they were effectively capable of fighting Astartes on ten to one odds. The band of Thunder Warriors that staged that prison riot fucking slaughtered tons of War Hounds Legionaries, and those dudes were not even properly equipped.

The Raptor Imperialis ( the main image background) is one my favorite symbols in 40k is most prominently seen on the Thunder warriors but also on The Legiones Astartes as well . If you see marines of a particular legion sporting it that means that they have participated not just in the great crusade but the Unification wars as well the ultimate Veteran Insignia.
I think he set up a base of operations in the Himalayas, used his Great Crusade Era appearance to convince soldiers to join him, then began augmenting them so they can fight better than the other techno-barbarians, and just sent them off to fight using means that would not reveal his base of operation until he was ready.

It was a well-intentioned dictatorship, but a dictatorship nonetheless, and one that was enforced by military might rather than widespread consent. The Emperor (being a multi-millennia old demi-god) had the attitude (perhaps not entirely without merit) that he had a better idea on how to deal with humanity's problems than literally anyone else. It's kind of like how old folks in real life are convinced that they know better than anyone else while entirely disregarding the fact that contemporary problems are sometimes a result of the political/social failures of their own generation. Now imagine that kind of arrogance adjusted for someone who remembers the building of the Pyramids of Giza as the heady days of their youth.

Hi. I think, that Imperium of man should have been much different under Emperor, than it is now, after Heresy and Emperors injury and enthronement. Maybe not entirely "democratic", but actually confederation of state-planets, who are alowed to choose their own government - democracy included, Entirely "anti-theocratic" - because of his clensing of all religions, centered around scientifical progress inside logical boundaries giwen by WH40K history and quite open for inside traveling (because of his project for human webway). Protected by superhuman elite, with thriewing arts (his support for that field may be seen in addition of artists inside crusade personell prior HH) and technology enbettering hard life of all man in the galaxy. You know - democracy is just fine, but when the populace is giwen the choice between strong ruler, usually seen as ensurance of safety and stability and between demokracy, they do not tend to pick hunger, instability and violence.

To be honest, in that particular case, Emperor was kinda... a Good Guy. I mean, yes, his methods were extreme, but we judge people by the result of their actions - and a fact that Terra no longer was a little happy nuclear wasteland with different idiots fighting over scraps while terrorizing their own people... well, it is a good thing? Especially for the said people. P.S. Honestly, I think throughout entire Great Crusade, Imperium was a force for good. A lot of people simply underestimate what sort of shit did the Age of Strife brought - how the entire human race was put in threat of extinction, and what horrors befall the humankind. Yes, Emperor worked through a harsh force, but judging by what horrors did humans face, harsh force was the only logical answer - and through this force Emperor literally saved humankind. I guess, everything else pales in compare to this fact.
Maybe Terra isn't a nuclear wasteland anymore but now, Pilgrims in the billions go there over crowding Terra. Polluted by the censers of this unbelivably "holy world". The hives of Terra are so vast some would never even encounter the light of the Sun and even if you are in the upper hive, the incense clouds are blocking the sun. Terra is also a massive and extreme Bureaucracy with workers and adepts waiting in line for papers for years maybe even until they finally die of old age wich would be a blessing. And consider the Imperium's love for old tech and old things. Who would want to fix the infrastructure? According to their religion 'Old= Holy' and touching such a divine bridge or holy stature would be blashphemy. So basically the Emperor replace one shit world with another shit world.

It was a well-intentioned dictatorship, but a dictatorship nonetheless, and one that was enforced by military might rather than widespread consent. The Emperor (being a multi-millennia old demi-god) had the attitude (perhaps not entirely without merit) that he had a better idea on how to deal with humanity's problems than literally anyone else. It's kind of like how old folks in real life are convinced that they know better than anyone else while entirely disregarding the fact that contemporary problems are sometimes a result of the political/social failures of their own generation. Now imagine that kind of arrogance adjusted for someone who remembers the building of the Pyramids of Giza as the heady days of their youth.

Hi. I think, that Imperium of man should have been much different under Emperor, than it is now, after Heresy and Emperors injury and enthronement. Maybe not entirely "democratic", but actually confederation of state-planets, who are alowed to choose their own government - democracy included, Entirely "anti-theocratic" - because of his clensing of all religions, centered around scientifical progress inside logical boundaries giwen by WH40K history and quite open for inside traveling (because of his project for human webway). Protected by superhuman elite, with thriewing arts (his support for that field may be seen in addition of artists inside crusade personell prior HH) and technology enbettering hard life of all man in the galaxy.
You know - democracy is just fine, but when the populace is giwen the choice between strong ruler, usually seen as ensurance of safety and stability and between demokracy, they do not tend to pick hunger, instability and violence.

To be honest, in that particular case, Emperor was kinda... a Good Guy. I mean, yes, his methods were extreme, but we judge people by the result of their actions - and a fact that Terra no longer was a little happy nuclear wasteland with different idiots fighting over scraps while terrorizing their own people... well, it is a good thing? Especially for the said people.
P.S. Honestly, I think throughout entire Great Crusade, Imperium was a force for good. A lot of people simply underestimate what sort of shit did the Age of Strife brought - how the entire human race was put in threat of extinction, and what horrors befall the humankind. Yes, Emperor worked through a harsh force, but judging by what horrors did humans face, harsh force was the only logical answer - and through this force Emperor literally saved humankind. I guess, everything else pales in compare to this fact.
Maybe Terra isn't a nuclear wasteland anymore but now, Pilgrims in the billions go there over crowding Terra. Polluted by the censers of this unbelivably "holy world". The hives of Terra are so vast some would never even encounter the light of the Sun and even if you are in the upper hive, the incense clouds are blocking the sun. Terra is also a massive and extreme Bureaucracy with workers and adepts waiting in line for papers for years maybe even until they finally die of old age wich would be a blessing. And consider the Imperium's love for old tech and old things. Who would want to fix the infrastructure? According to their religion 'Old= Holy' and touching such a divine bridge or holy stature would be blashphemy. So basically the Emperor replace one shit world with another shit world.

I like to think there might have been a single pool of real water left there, which is what they were fighting for.
