Shutter speed depends on the speed of the object (e.g:.car ki speed 20kmph he toh shutter speed 10-20 me rakh ke karna). Try to assume the speed and then follow and then shoot. You'll get nice motion blurred background.

1/8 - 1/4 depend on the situation karna parta hai

2. Phone camera is most important, kamar camera focus hi nhi kar oata aschese so ye sab karna chor do😂
And telephoto ho to ascha hai
