Probably! It was likely in the script to make Gohan fail to find a way to finish Buu so they'd have a reason to introduce Vegeto, yeah. I even heard it was originally supposed to be Gohan to defeats Buu, I'm just unsure if it was gonna be in this fight or after. But because there was so much backlash over Gohan defeating Cell, they rewrote the script and made it Goku.

@@tylercarta433it’s funny that in the movie, Fusion Reborn, that’s how the saga was supposed to go. Gohan defeats Buu, Goku and Vegeta doesn’t get revived, and Vegito isn’t a thing and is replaced by Gogeta
