Or only work when using that specific weapon type? Ex. Unlock perk 1 in pistols. Does that perk work only when equipped with pistols, or with any weapon (after unlocking that perk)?

I can’t where to view “skills” such as fitness, style, charisma, medicine, cooking, etc. “To see your skill, access your device [Default key "J"] and choose the three squares in a V formation.” I’ve scoured the device and can literally not find it, what am I missing?

It's for the entire weapon category. Every weapon in the category counts towards progress and every weapon in the category gets the perks.
Yes in your example it would work only for pistols

no longer exists, got replaced by the weapon proficancy and hunter skill system he talks about in the video
