It a window manager called awesomewm, your usual gnome, kde, xfce is called desktop manager. Window manager main purpose is to manage your windows, it doesn't give you a full desktop experience. The reason people like using it is because it's easier to customize and you can make everything to your liking.
Owh yeap, you can install this on any linux distro, you just need to know how.
