I'm not sure what plastic piece you are referring to. Do you mean the plastic shroud found inside the chrome bumper? If so, then i can say that there are plastic snaps on that part on the upper underside that need to be removed.

Yes it can help soften the plastic and allow it to bend back to the original shape. I wouldn't use boiling water perse, is use nice hot water. Don't do this when the plastic is cold as you can stress the plastic and cause a crack like glass. You can also use a hair dryer too. Dent puller can help as well.
The 08 front end is different, however it should be very similar process as it will just be a bunch of bolts and plastic push pins. If you do it let me know what differences there are.
How do you take off the plastic cover that's above the licence plate. It's so small and I feel like am going to strip the screws
