Mr. Okereke is confused on the meaning of "official capacity", it is shocking to me that he is a lawyer and is this gravely ignorant of a simple concept. Official capacity simply means that every dealing with the individual must never constitute personal dealing, which includes personal bank account. A person acting on official capacity must have a bank account for that office. This is disgraceful, Nigeria will never get better with supposedly educated young folks being this much tolerant of corruption and ill-educated. Chibuzọ Okereke is not just ignorant, he is also dishonest.

One important thing most Nigerians do not realize is that most Nigerian laws made by the political law makers, are made with ambiguous languages with the intention to have double interpretation. These Laws are made for the benefit of the Politicians and their supporters. A good example is the status of Abuja when it comes to political elections. Nigerians should start questioning some of these law that could not past the test when challenged in the Nigerian supreme court as was witnessed in the last Nigerian Electoral tribunal cases.

The project manager can open the account in the name of the project not in her personal name because no bank will give you a statement unless via court request

A friend of mine is to travel to Washington DC but, for some reasons choose to land in Seattle. So, i just wanted to see if we can lay to rest the alledged claims of some individuals flying to Kogi state. Is it not possible for one to fly to the neighboring state and then drive to Kogi? A few days ago, Manchester United flew Onana, the Cameron's goalkeeper, to his fatherland, and instead of the plane landing at the capital of Ivory Coast ,it was rerouted to nearest city. The goalkeeper had to drive on the road to the AFCON. My point is simple , it's not out of place for the minister to have budgeted for flight to Kogi. However, the APC government must find a way to curtail the ongoing embezzlement of the national treasury.

My question? who is to disbursed the fund to the beneficiaries? is it the person that was credit or Betta Edu who does not have right to operate another person account? the receiver of the fund, does he or she has a contract with the Humanitarian Ministry to disbursed fund in the 3 state?. If not this revelation, that money done go. Please any ministry that want to transfer money, i have an account to use my own is 15% of whatever that enter the account shekina. Nigeria, that programme should be scrapped, is way of people steeling money and the poor remain poorer.
