If you noticed, the profile of the strands / post-tension cables which is similar to a simply supported bending moment diagram. Once jacked and released, the tensioning effect of the cables compresses the set of concrete girders. The middle portion would experience uplifting. So, to answer your question, it is the contact between the strands with the openings that forms the whole mechanism to keep the individual girders in place. Not to forget the shear keys between the girders as well.
Having used the same system almost 40 years ago except it was a single 19 strand stress at a time and only from one end , the only time we double end stressed the cables was if we did not get the required extension on the cables and then we stressed the other end and went to 10% then straight to either 70% 0r 90% cant quite remember which it was , i find it strange at 4-31 that the video seems to imply that a second "cheese" was applied to the back of the stressing jack , and a second series of collets / wedges , when i seem to remember everything was built into the jack
