She could have. But that wouldn’t be loyal to her character. The reason she killed Ryoma is because she wanted to save her country, and Ryoma truly wanted to die. She didn’t want to resort to killing. But being a third case culprit wouldn’t make sense. But yeah I agree, She is very intelligent.
