I have heard it and taught the "fulfill all righteousness" portion as Jesus' baptism, in John's baptism, as him being baptized for the forgiveness & repentance of all of humanity's sins, and fulfilling the righteousness of all people for all time then by his death and resurrection. Is that too far on the sacrifice imagery?

I think you are right generally to see it as identification with the state of his people before God
