K so I played it Emily for the game, and the whole game she had no arm and no eye. At the final mission I had to talk to sokolov and accidentally murdered him adjusting my self. Then I was curious and took the body to Meagan and she freaked out so I reloaded the save before I killed him and just went up to talk to her, only to realize she had her arm and eye. When I was done talking to her I noticed she had a key, I grabbed the key, went down to her cabin, was her journal, came up and she was gone.

She is not an amputee in my walktrough. In Mission 7 you can change the future when you knockout Stilton. If you knock him out, he will never get missed and she will never search him and lose her eye and arm

Late reply, but in the canon story of Dishonored 2, Corvo/Emily doesn't kill Meagan Foster (Billie Lurk) and the ending is where Billie most likely finds Daud, as seen in the Low Chaos ending which then leads up to the events of Dishonored Death of the Outsider.
Emily can get the dialogue as well. You just need a Low-chaos play-through, and it happens right before the last mission. She won't say it if you have high-chaos one though.

Emily can get the dialogue as well. You just need a Low-chaos play-through, and it happens right before the last mission. She won't say it if you have high-chaos one though.
