The problem is that it comes down to intentions. The ATF determined that you violate the NFA's full auto definition because you had the intention to violate it, but under the definition of NFA the weapon is not a full auto because you still have to pull the trigger, and then release it to reset the trigger to fire another round. With that said, I would agree that anyone who has a bump stock is in fact trying to go around the law but I think the way the dem would word this is would effectively ban semi-autos without anyone really understanding what is going on and due to how the SOCTUS worded their ruling, the proposed law, if passed, would effectively be upheld in future appeals. I do not believe the SCOTUS handed the 2A community a win as much as people are thinking.
The guns over some of the guns that were used in Vegas were from an operation that the US conducted cold operation, fast and furious, where they lost these guns only to resurface and incident like Vegas. And none of them had bump stocks.

What's not true at all is that a bump stock was used with a 556 chambered rifle. 556 doesn't make a report like the audio in the Vegas shooting. Many veterans have pointed out it was most definitely not an AR platform. Yet a GI Fully automatic MG. Which you have to have a FEDERAL LICENSE to own. And nobody with the 30-40k that an actual MG costs, is murdering anyone.

A fully automatic firearms will increase in rate of fire as the spring pressure on the cartridge decreases until the magazine is empty. That doesn’t happen with a bumpstock or a belt fed. And of course .308 sounds much more powerful than a .223.
