What he had said, is not correct. The laws mentioned by him is the United Nations Convention on the Law of the Sea signed the 10 December 1982, more hundred years after China had claimed 11 line as the territory. A law is only effective on the issue after its sign, but before, that is the common law of all laws in the world.

@@mjojrjr6231 The Republic of China nowadays on the island Taiwan has adopted the Eleven-Dash line from the Qing Dynasty in 1912. The People's Republic of China has adopted the Eleven-Dash line and claims the Nine-Dash-Line. The common law is the common law, no matter who signs which law.
The Chinese had found these islands in the Nine-Dash line without native at first and can defence them, so that the area within the Nine-Dash line is the territory of China.

Anything more than that is International. You cannot claim the whole China Sea let alone West Philippine Sea.
