I think every times he buys Rilays its against a Belvet, Kassa and Akali... but idk if right now it is a core item or something like that...
As mentioned by Odi, Sera pretty much falls off in the mid to late game, so the build Cupic is using focuses more on utility, playing for team fights and securing kills for his team.

Yeah it deals much more damage. But next patch will grant only 10AH so idk about ludens anymore
