As a rule of thumb in last few years, CRL ~ OBC * 4.5, it'll probably be 21k, but inside CG ranking shown in vid was CRL (unlike JoSAA), so that rank won't be helping you, try doing better in next attempts.
If you are getting CSE in NIT Raipur then choose NIT While if you are getting other core branches in NIT and CSE/ DSAI / ECE then IIIT Naya Raipur is better choice

It totally depends on you if you haven't decided to be placed in tech jobs then you can take NIT Trichy ( better college brand, more exposure ) but if you have decided u should go for IIITNR CSE
Aap central and state government ki scholarships le sakte ho.... jaise aap jis state se ho us state ki government scholarships deti h..... similarly central government ki bhi kuch scheme hoti h aap NSP portal pe dekh sakte ho

Haan 91.52 percentile pe aapki CRL 93-96k hi hogi and based on last year's stat aapki OBC rank may 26-28k ho sakti h
