If Louise told Phil to keep Peggy with him, then he has permission. Plus Keanu is the one who wants Peggy with him, he is legally still Peggy's guardian and never signed his parental rights away- they never went to court so legally both Keanu and Louise have equal rights until a court says otherwise in the UK. Keanu is Peggy's biological father and named on the birth certificate

Phil is the only one Lisa is really scared of. We also don't know the situation with Louise- she went to a spa with Sam, Lisa might have offered to watch Peggy for a few days- then ran off to the UK without telling Louise and Louise wouldn't have known until Phil called her. Louise might have thought Peggy was safe with Lisa watching her for a few days never would have expectd Lisa to take Peggy to Walford of all places
