This must be from the Van Beuren - Paul Terry partnership of the 20s. Paul Terry had Farmer Al Falfa and made Fables with Van Beuren and including Farmer Al. First half of the cartoon, the underwater part, is really good and imaginative. That fish was great, so it was a shock to suddenly see fish being en massacred. When Terry and Van Beuren parted ways Terry kept Farmer Al for Terrytoons and Van Beuren retained Fables for his studio. Terry had Farmer Al before, during, and after this period.

Many influences of early 1930s cartoons were holdovers from the silent era. And since sound cartoons were such a senstation, any repeat of routines done in the silent days seemed like something new with the added element of sound.
I can pick out 3 animators in this Fable: Frank Moser (0:00 - 0:52, 3:22 - 3:43, 4:50 - 5:00), Jerry Shields (quick shots at :55, 1:20, 3:44 - 4:02), and John Foster (3:01 - 3:24, 4:45 - 4:50). Additionally, there are at least 2 or 3 other animators in this cartoon, but I can't attach names to the styles. Who was your uncle?
No. According to my research with the US Copyright Office all copyright for all Paul Terry cartoons with Commonwealth have either expired (when made before 1924) or have not been properly renewed (if made after).
